Organization Description:
"SAGLAMLIGA KHIDMAT" Public Union, (Support to Health) (SKPU), NGO was established on 27th of April 2010 and was legally registered in the the Republic of Azerbaijan. The SKPU NGO is a member of TB Europe Coalition, CCM of the country and Stop TB partnership. Its TB project was nominated "Best Practices" published in September 2013 by WHO European Region. The leader of the organization has valuable experience in the field of TB control and management while with the international Committee of the Red Cross (ICRC) for over 14 years. Due to ICRC phase out of TB control program, Mr Elchin Mukhtarli decided to establish an NGO where he could make use of his experience and true skills and abilities.
The creation of this NGO has fostered a strong collaboration between National TB program and Prison TB department and has strengthened the efforts in TB fighting.
The primary mission of the SKPU NGO is the promotion of healthy life and well-being of the people, the improvement of health care services in terms of TB control, advocacy and education in the prevention of infectious diseases like TB, TB/HIV and other illness.
The SKPU NGO is strongly committed to:

- raising public consciousness in regard with TB prevention, diagnosis, treatment;
- publicly addressing societal stigma about TB and other public health problems.
Discrimination against persons affected with infectious diseases such as TB, HIV/AIDS, Hepatitis B/C must be eliminated and appropriate health care should be available to all equally with the same standards and quality.
The current project:
Participated at the bidding competition on January 2011 which was held by the ministry of Justice who is a Principal Recipient for the GFATM grant round 9 TB fund and having won the tender became Sub-recipient in the project "Strengthening TB control in prison". The NGO is non-commercial organization that functions according to the constitution and the low of the Republic of Azerbaijan on NGOs ( public organization and funds) and other legislation acts and on the basis of its regulation.
1.Objective of the organization is to support vulnerable people who need medical care. In order to reach the goals the organization will carry out the followings;
- provide support in implementation of the medical care for the population;
- support in examination and treatment of the people suffer from infectious diseases;
- carry out health education activities to protect the population from getting sick with the disease;

The NGO is implementing the project on “follow up of treatment of sensitive TB and drug resistant TB (DR-TB) patients in civilian sector after release from prison without complete treatment within the frame of Strengthening TB Control in Penitentiary System of Azerbaijan.
The Objective of the Project is to ensure that all tuberculosis and drug-resistant tuberculosis (DR-TB) patients released from prison without completing their DOTS or DOTS-Plus treatment are offered continuation of treatment at civilian anti-TB Facilities, thus to reduce the burden of tuberculosis in Azerbaijan.
The Project contributes to progressing towards ensuring full access of the ex-prisoners with TB to continuation of treatment in civilian TB facilities.

The purpose of providing the continuation of TB treatment after release is to ensure full and complete treatment of all 'regular' TB and DR-TB patients integrated into treatment during time spent in prison, in order to reduce transmission of DR-TB strains among the civilian population, reduce morbidity and mortality from TB and DR-TB and to counter the development of further resistance and XDR-TB strains.

Please tell us how your organization will contribute to the Global Plan to Stop TB by briefly describing its involvement in any of the areas of work listed below:

TB Care Delivery:
We are sub-recipient of GFATM TB grant round 9. We have involved in DOTS implementation and early case finding of TB cases in prisons of the republic of Azerbaijan. In order to strengthen passive case finding in the colonies health education programs and advocacy campaigns are carried out by developing some video films and other educational materials which were distributed and demonstrated among prison and civilian population.

Drug-Resistant TB:
In order to strengthen treatment adherence among ex-prisoners, since April 2009, the project has launched by our NGO in the Republic of Azerbaijan to follow up treatment after release from prison. Including social and economical support, provision of incentives and enablers, IEC activities among susceptible TB and DR-TB patients. Up to day we have provided the aforementioned services for over 60 DR-TB patient and 54 drug susceptible cases.

We are involved in patient support projects within the frame of round 9 TB grant of GFATM to follow up treatment of TB and TB-HIV cases in order to improve treatment adherence. We provide social and economical support to the people suffering from TB and TB-HIV and provide incentives and enablers to patients and health staff providing DOT services.
