| “Coalition of HIV-servicing organizations” is the All-Ukrainian NGO, which consolidates regional and all-Ukrainian organizations, operating in primary prevention field, harm reduction, care and support for HIV positive people. Coalition was officially founded in 2004. The idea of creating HIV-servicing coalition appeared in 1999, as NGOs realized the necessity to join in order to achieve active participating in the process of forming and implementation of national HIV/AIDS epidemic policy. The Coalition has functioned as a working group of the 15-20 most active HIV-servicing NGOs all over Ukraine. Meetings of HIV-servicing NGOs facilitated stoppage of non-aimed using of Global Fund grant by the main recipients in 2003. At the turn of the 2003 year the working group adopted a decision to register Coalition activity officially - to create the whole-national organization, consolidating HIV-servicing NGOs and their unions, which operated at the all levels of HIV/AIDS prevention. The Coalition’s mission is to strengthen and expand the participation of NGOs, their unions and networks, providing services in reproductive health, HIV infection prevention and HIV positive people support, as well as to overcome the HIV epidemic, tuberculosis and sexually-transmitted infections. The Coalition intends to coordinate activity and develop the HIV-service NGOs potential, to advocate HIV-service NGOs interests and to introduce new programs and technologies using best practices. The Coalition will also cooperate both with government institutions and international organizations to facilitate transparency of Ukrainian government HIV/AIDS and tuberculosis activity. | Coalition undertook the following functions in fulfillment of Country's Tuberculosis Control Programme: • Development and approval of the regulatory framework for efficient delivery of social services. Coalition has developed a standard of quality social services for the persons with co-infection (HIV / TB) and the standard of social services for the persons with a triple diagnosis (HIV infection, tuberculosis, drug dependence) • Development and support of potential service providers for implementing standards for social services, improving local coordination of services and re-addressed. The non-governmental organizations that are members of the Coalition directly provide social services to vulnerable groups in order to improve the detection and timely clinical examination of patients with TB. |
